Today’s UK Government launch of the Better Futures Fund is a major opportunity to improve the lives of 200,000 children in need. At a time of constrained funding, impact investment is stepping in to deliver better social outcomes at half the cost. This outcomes fund of up to £1 billion will be the largest in the world. It makes me very proud to see the UK lead again in bringing innovative solutions to social challenges.

I commend the government on its Spending Review commitment to a social impact investment vehicle this summer.

Outcomes-based impact partnerships have the power to improve public service outcomes - currently at historic lows – at half the cost, while enabling government to pay only when positive outcomes have actually been achieved.

It is the way to improve the lives of millions while relieving government budgets.

The UK government has committed in its new Industrial Strategy to harness impact investment.

If it does so, it can raise billions of pounds for social programmes, while only paying for successful outcomes.

It is the only way to fund its social agenda despite spending constraints, largely spending as it saves.

Building on previous government initiatives, it should establish a £5bn government

Social Outcomes Payment Fund, to tackle priorities such as child poverty, unemployment among the disabled, youth and adults that need upskilling, homelessness and recidivism, with open access to the fund for outcomes-commissioning by all government departments.
